Office of Contractor and Workforce Compliance Overview

The Schools Development Authority Office of Contractor and Workforce Compliance is dedicated to increasing the availability and accessibility of construction opportunities for small, women, and minority-owned businesses, and to individuals and their families in New Jersey. In some instances this involves working with other State agencies and departments to serve our target population. In others, it is working with our project management firms (PMFs) and internal SDA divisions to encourage business opportunities and equal employment opportunities in the school construction program.

The Office of Contractor and Workforce Compliance works to ensure diversity within its organizational framework, and we expect firms that do business with the SDA to also support diversity within their ranks and in their hiring. At every opportunity we seek to communicate and promote the use of New Jersey's diverse business and workforce communities on SDA projects.

Goals of the Office

  • Identify all potential qualified small, women, and minority contractors and/or consultants
  • Encourage qualified small, women, and minority businesses to bid on SDA projects
  • Promote a fair distribution of contracts to small, women, and minority contractors and/or consultants
  • Encourage contractors to have equal employment opportunities
  • Monitor subcontractor and subconsultant contract compliance; randomly monitor labor workforce compliance in all SDA projects
  • Elevate staff's sensitivity to underutilized small, women, and minority contractors and/or consultants in the business community
  • Create a better understanding of SDA policies and activities
  • Stay abreast of policy changes regarding affirmative action and other workforce requirements
