Consultant Pre-Qualification / Information

The New Jersey Schools Development Authority (SDA) is required to maintain a Consultant Pre-qualification system.

Consultants

Effective July 1, 2004 to become a SDA Consultant you must have a current classification with the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC). Consultants having this classification are required to fill out the SDA pre-qualification application which once received is reviewed for completeness and forwarded to the Division of Criminal Justice, Fiscal Oversight for SDA, a unit of the New Jersey Department of Law and Public Safety, for a moral integrity screening. Upon review from Fiscal Oversight for SDA, the SDA will pre-qualify a firm in the same discipline and classification limit as DPMC. The effective date will be the date SDA issues a pre-qualification letter. The expiration date will be the same as DPMC.

Please note: The SDA requires all subconsultants of any tier in the DPMC Disciplines listed below, whose contract is in an amount which is equal to or greater than $500,000, be pre-qualified by the SDA.

Design Consultants

The New Jersey Schools Development Authority (SDA) solicits proposals from Design Consultants to furnish architectural, engineering and other related consulting services for specific project assignments for various school projects throughout the State of New Jersey.

For projects having a construction cost estimate of up to $25 million for new construction and $20 million for alterations/renovations/additions (Category 2), a short list of firms are randomly selected from SDA's list of pre-qualified consultants. These consultants are given a scope of work for the project, invited to a pre-proposal conference and asked to submit technical and fee proposals to SDA by a certain date. All proposals will be independently reviewed and scored by a selection committee comprised of a school district representative and SDA staff. The proposals are then ranked, negotiated and awarded to the consultant having the best qualifications for the project. If your firm wishes to be included in this selection process, it must have an active pre-qualification by SDA at the time of the short-listing process.

Projects having a construction cost estimate greater than $25 million for new construction and $20 million for alterations/renovations/additions (Category 3) will be open to pre-qualified firms meeting the criteria as listed in the advertisement. These projects will be publicly advertised in regional newspapers and on the SDA website. If your firm wishes to participate it will be necessary to have an active pre-qualification by SDA at the time of the preliminary proposal due date.

Current SDA List of Project Advertisements

In order to submit a proposal for an advertised project, a preliminary proposal must be completed and filed with the SDA on or prior to the due date specified in the advertisement. The preliminary proposal will be used by SDA to shortlist firms that will then be registered to submit formal detailed technical proposals.
