SDA Small Business Enterprise Program
Consultants
and Contractors:
Under
the NJ Schools Development Authority (SDA) small business enterprise
program only those businesses registered as Small Business Enterprises
(SBE) by the NJ Commerce Economic Growth & Tourism Commission are eligible
to participate. The program's goal is to ensure that 25% of the total
dollar value of all publicly advertised contracts awarded by the SDA
within a fiscal year goes to small business enterprises.
The 25% goal
of the SDA small business enterprise program can be met in two ways:
1) The SDA may
designate certain contracts as set-aside contracts open to bid by
SBE registered consultants or SBE registered prime contractors only.
These contracts will be clearly identified in all contract advertisements
as SBE set-aside contracts.
2) For all contracts (including set-aside contracts), consultants
and prime contractors are required to award contracts to SBE subconsultants
and SBE subcontractors.
The total dollar
value of the SBE set-aside contracts awarded by the SDA and those contracts
awarded to SBE subconsultants by consultants and SBE subcontractors
by prime contractors are then totaled and used to calculate whether
the SDA has met its 25% SBE goal.
The SDA requires consultants and prime contractors to make good faith
efforts to identify available SBE subconsultants and SBE subcontractors
and award at least 25% of the total contract value to SBE subconsultants
and SBE subcontractors.
New Jersey Selective Assistance Vendor Information (NJSAVI) is a database produced by the NJ Commerce Economic Growth & Tourism Commission designed to assist small, women and/or minority businesses that wish to do business with the State of New Jersey and the private sector. The NJSAVI marketplace aids in matching buyers and vendors for contracting opportunities. The database assists and identifies businesses eligible for legislatively mandated state programs, such as the New Jersey Set-Aside Act.
